The strategy contrasts with other European oil companies, which, in their plans to reach net-zero emissions, pledged to accumulate massive amounts of capacity for renewable energy generation in the form of wind and solar power.

"Shell is a very big brand — that's what the 110-plus years of the company do for you," Oswald Klint, senior analyst at investment bank Sanford Bernstein, said in an interview. "They can use it to build their network" of gas stations.

At the same time, Shell does not foresee a difficult turnaround of its traditional oil and gas business in the near term. Shell's annual oil production peaked in 2019 at about 1.7 million barrels per day, it said, adding it now expects production to decline by 1-2% annually. “The company needs to generate the cash it needs to reinvent itself and shift its mix to renewable energy in preparation for a long-term net zero future,” said Russ Mold, chief investment officer at financial firm AJ Bell.
To achieve net-zero emissions by 2050, including emissions from its own products, Shell has linked the wages of its 16,500 employees to a series of carbon reduction targets. It aims to reduce the carbon intensity of its energy products by 6-8% in 2023, 20% in 2030, 45% in 2035 and 100% in 2050 compared to the reference year 2016.

Part of that plan relies heavily on carbon offsets, which include spending an estimated $100 million a year on "nature-based solutions" such as planting trees.
But the real crux of the plan is scaling up retail and revising it to focus on selling renewable electricity directly to households and electric car owners. “We want to be the leading provider of pure Power-as-a-Service,” the company said.
Shell's plan to focus on the retail side of its renewable energy business will build on its existing strength as a retail supplier of petrol and diesel. Shell already owns 46,000 retail companies and wants to expand this to 55,000. (“Retail sites” refers to gas stations, a spokesperson said when reached by phone, but the company did not respond to further questions.) At the same time, it wants to expand its electric car charging network from 60,000 power chargers to about 500,000. until 2025
Together, the increased number of EV chargers plus an extensive retail network provides Shell with a way to continue assembling its products, just as it currently sells its own petrol at Shell-owned retail locations, while earning revenue from other businesses on the Forecourt. Shell will probably also aim to sell biofuels and hydrogen in these stores: it plans to increase the amount of biofuels and hydrogen in the transport fuels it sells from 3% now to 10%.

“This is the [retail] lobby of the future, with EV charging, there will be hydrogen, liquefied natural gas, and then you have a restaurant and a mall,” said Clint of Sanford Bernstein. “Charging will look very different from how we think about it now.”
Shell's plan does not only focus on retail locations. It also aims to strengthen the direct sale of low-carbon electricity to households, businesses and commercial enterprises. In a statement last month, Shell said it expects to supply power to more than 15 million residential and business customers worldwide.
The power he wants to sell in these stores and to homeowners and businesses may not be of his own generation. Shell said only that it plans to double its electricity sales to 560 terawatt-hours a year by 2030 - a goal it cannot achieve by producing its own electricity, but by buying it from others in wholesale electricity markets. Despite the detailed plans, Shell is not yet committing the farm to its retail-focused renewable energy operation. The near-term spending plans make it clear that renewable energy in any form remains a small fraction of total capital expenditures. Shell plans to invest only $2-3 billion in renewable energy and related consumption categories, or only about 10% of total consumption. Meanwhile, it will spend $8-9 billion on chemicals, products and integrated gas and $8 billion on upstream.
In the long run, the company said, capital spending will shift from oil and gas to a portion of the business focused on low-carbon fuels and its expanding retail network. These ventures will ultimately attract "about half of the additional capital expenditure."
